Why do Americans Fly the Flag at Half-Staff?

Half-staff procedures can be confusing, especially when a half-staff notice is delivered by proclamation, and not one of the nationally observed dates.

While the United States “Flag Code” contains instructions for displaying the American flag at half-staff, it can be a struggle to know when one might expect a half-staff notice to occur.

Three circumstances when you might expect a half-staff order:

As a mark of respect for the memory of deceased public officials.

Upon the death of leading citizens.

Upon the death of victims of violence and/or terrorism.

In each these instances, instructions are formally delivered in the form of a proclamation by the President, State Governor, or District of Columbia Mayor before being distributed by media.
